Protection necessity of the worker with the objective to reach a metaphorical "social justice" is being defended throughout history.

With the passing of years, an increasing and distinguished rigidity of protection laws focused on worker finished leading a necessity of some flexibility mechanisms to become possible a relative control on one of the most serious social problems of the present times, unemployment.

The idea, doctrine or principle of flexibility appeared in Europe in the 60's. In Italy, flexibility of working laws evolved a lot in the second half of the 70's, due to the distinguished rigidity of the Italian legislation on wages.

To that time, diverse agreements had been negotiated tripartited (between State, syndication units and employers), with the objective to diminish unemployment.

Alleged specialists that although the stronger flexibility applied in European countries, unemployment taxes had increased in that continent and place in doubt if a bigger flexibility would imply in some greater productivity.

On the other hand, it is observed that England and Holland, countries that flexibilized its work regulation, have suceeded to lesser their unemployment rates to smaller rates than Germany, although all these three countries presented similar degree of globalization and technological development.
